If you’re pressing thousands of CDs, then you’ll want to circulate it as widely as possible to be sure of trying every potential outlet for some free promotion. More likely you’ll be doing a small run of around a 100 or so, so you’ll want to be more selective, sending copies only to the people you’d most like to impress and/or are more likely to give you some exposure.
Bigger is not necessarily better. Having your release played to a small but appreciative target audience on a low-power FM station could be more useful than having it reviewed by an indifferent mainstream publication with an uninterested readership. On the other hand, don’t just preach to the converted and give all your promo allocation to the few people who would’ve brought a copy – you’d be surprised how many people out there might be interested in buying your CD or going to your gig if they actually knew about it.

Radio:
In theory, sending one CD to a station should mean that the programme director gets to consider it for playlisting and it should go into some sort of library that all the DJs have access to. The reality is that you’ll need to send a disk to each person you think might play it, or at least let them know about it so they can go find whose desk it has ended up sitting on. If there are only one or two spots on the station likely to play your stuff anyway, then just send it to those people.

There's tons more I could add here but it kinda goes on forever. Best thing is probably to look at a comparable (NZ) artist/label's website and see who they're distributing through in each territory/country. That way you've already got a proven track record of them being into similar stuff and/or from NZ. CMR has a good distribution list on their site and FatCat has a great resource for DIY people with labels, manufacturers etc.
